Scenitist add one reaserch point to your city. Then all your cities total reasearch points are added together. That amount determines how quickly you research a tech.

This is useful for those totally corrupt cities, as scientists and tax collectors are not effected by corruption.

Also in the early game when all techs take 40 turns to build. It can be better to assign one citizen to be a scientist and then set your science slider to zero. As that 1 tech point generated each turn will cause the 40 turn max to be ticked off while saving the gold differance between zero and 10%

"As that 1 tech point generated each turn will cause the 40 turn max to be ticked off while saving the gold differance between zero and 10%".

You may wish to rephrase that for the average gamer.

Tax and science specialists are much less valuable in Civ3 than in Civ2. Generally you are better off keeping them working on a city hex than switching them to tax or science. So if you have a size six city that needs an aquaduct, you generally are better off just keeping the citizens working on a hex until the aquaduct is built. You might need to change one into an entertainer, but as long as there's a road you should be able to get a total of two or more (food, shields, or trade) from a city hex that is worked as opposed to a specialist that only yields one science or one tax.
