You need to be a Roman faction and build a siege engineer.

You go to the train units window, and find the Scorpion unit, and click on it, and wait a turn.

Open the building browser on the city screen, you'll see the tech tree. It'll show you what size your settlement needs to be, and what other buildings you need to get the siege engineer.

    Sounds civ-ish, I know

You need to have a huge city to build a siege engineer.

Scorpians suck though. They're slow to move, wont work in the rain and on top of that aren't particularly damaging. Catapults or balistas are much more helpful

But IIRC Scorpions hit better than Cats or Ballistas against troops.

Of course Scorpions do nothing against walls.

Ammos to low to make a difference. Catapults are at least terrifying.

To low? Do you mean set them to limited? Yeah I do that.

BTW I don't use scorpions mostly (sometimes for fun), I love archers.
