During the war the Louisiana Territory was owned by Spain and not France - it wasn't until later it was reacquired.

And yes, French units are added through events. I wrote the events so that they're generated within a certain range of a specific plot so they don't always appear in the same exact location. The British also receive most of their units through events.

Except that all of the British Regulars I got through events appear way out in the middle of nowhere in Nova Scotia, meaning I have to ferry them back and forth
