The person in the picture is Eduardo Santos Montejo, president of Colombia during WW2.
He will soon replace Chilean leader Cerda, who will become independent as a new country.

I think you should try to download the same author's "Golden Hordes" mod (if it's still around). It contains lots of leaderheads made by him, the Colombian guy might be there as well.

In the Golden Hordes mod Idanthyrsus has very different graphics.
