second city in an occ

I just played my first BTS OCC game and i got a second city. Basically this worked as follows: The city was gifted to me via a resolution of the Apostolic Palace. While it is actually nice to have a second city this is definitely not in the spirit of an OCC.
I feel after a succesful vote the city should rather auto-raze as if it culture-flipped.
Afterwards i lost the city to an attack but this completely broke the game mechanics because i couldn't build any additional national wonders in my single city due to the 2 national wonder per city restriction which is supposed to be removed in an OCC.
I attached an save file in case anyone wants to see.

i am sorry, i quickly searched for occ-related bugs but could not find it.
Well now that i've checked it, there is still the problem with not being able to build any national wonders which wasn't mentioned in the original thread.
