I will admit, I am not the greatest at city placement, but just to get some discussion started, I'll post a few ideas.
Settlement A - This arrangement gives us 9 flood plain tiles, and has both fresh water and ocean access. This location also has only five unusable tiles.
Settlement B - Is similar to Settlement A, but is a little farther away, and has 10 flood plain tiles. It also has fresh water, ocean access, and five unusable tiles. It has one forest on a savannah tile, but doesn't have the grassland/hill that settlement A has.
Settlement C - Has only three floodplains, but this provides a connection between... Uhm. Do we have names yet? Anyways, it provides a connection between Wheelville Lake, and that Other Body of Water. This could be handy if we ever decide naval might is important! Settlement C also has sheep, and I could use some mutton.
There are other possible city placements, but they seem a bit subpar at this time. If you see something better, feel free to discuss! As it is, I'm thinking that Settlement B would be best, followed by settlement C with out next settler. No overlap, uses as many resources as possible, and gives us some potential for naval growth later in the game.
