Secret proyects?

Why are the secret proyects called that way? Each time a faction begins building one, I'm informed about it, even if I didn't met yet that faction.

Ya, there is a point like that in the Prima Strategy Guide too. My guess is that the results arent shared, as most of them are single, hidden facilities, or paradihms.
