Anyway, Tubby, what do you think about getting sailing? I haven't read anything in the forums about who out there might have this tech. Does everyone else have the pre-requisites for it? Does anyone know? Does anyone care?

Unless we want to just get fishing then see if sailing is available, we would have to have a zero turn TC then revote...

How do you propose we do it donsig?

I am for it if we can have a normal length TC.

I'd just say that if someone (namely Germany) has it, we trade them Writing for it. If they don't, we can't trade.

How would I handle it? Since there isn't much time I'd make up a provisional instruction and post it in the proper discussion thread to get citizen input. If the resulting discussion favored the provisional instruction and caused no great controversy then I'd post the instruction. If controversy was the result I'd ask for a zero turn chat so the thing could be properly polled. If there was no controversy but citizen's favored altering the instruction a bit then I'd alter it and post it.

Seems like the provisional instruciton would be something along the lines of after conducting the authorized trades check to see if we can trade writing for sailing with anyone. If we can, then do it.

I'm wondering if we would truly do this with anyone or would we not do it with the Mongols? I guess I'd also include some provisions for who to trade with if more than one country would make the deal.

Well, it's up to Chieftess to post the poll, I guess. She is responsible for trades and she can decide what to trade. And I think that she can just ask the DP to trade Sailing for Writing if it is possible.
But still there is time for informative poll, as we still have 25 hours till TC and many people will have time to express their opinion on this too.

No, no, no, a thousand times NO! It is not up to Chieftess to post a poll. As SoS she is responsible for posting referendum polls but any citizen can post either an opinion poll or an initiative poll! Where did this mentality that only elected officials can make decisons or post polls come from?!? Are we a nation of do nothings who can only sit around waiting for officials to do everything? This is very disheartening.

Something like this doesn't even have to be polled anyway. All we have to do is discuss it and if a consensus emerges then the SoS implements it. Through discussion we are giving input to the SoS so she will know what instructions we want posted. Our very discussion is constitutionally recognized to bear more weight than an elected official's mandate.

Good info. So it looks as though Germany is the only country we can potentially trade writing for sailing. I'm also in favor of trading writing to Germany in return for sailing (if Germany has sailing of course).
