Security briefing video?

Today I was watching Civ III videos.
Then I suddenly noticed new video what I haven't never seen in game.
Video's name is "security briefing" and it is located in this folder:
C:\Civilization III\Art\Movies
The video was pretty short but it was funny.
Can anyone tell me what's meaning of video or is it just for fun.
