Something I've had great success with lately is to surround a city and block all his shield production. This can get hime down to one weak defender real quick. If there is a mountain next to the city you can land an engineer, build a fort and use it as a staging area for attack and infiltration.
If the city is off on one end you can set yourself up to block reinforcements. I don't think the AI is real smart about defending itself though.
