I am unsure if this has been mentioned before, although I will actually be surprised if it has not...
When you are about to finish off a civ (or any time when you expect to win before twenty turns, or when the AI is about to finish off a civ), find another civ (ideally one who either hates or is already at war with the victim civ) and offer to sign a military alliance. Along with the alliance, ask for cash and tech in return for luxurys and gpt. When the victim civ is killed off, then alliance is cancelled along wih any remaining debts! You take no reputation hit in this case!
Pay the 'friendly' AI three luxuries, 1000+gpt and MA for multiple tech and MA, then, three turns later: "While we were very pleased to trade with you, friend Joan, the need for an alliance is over and the American people believe that this deal should end." ::evil grin::
You may even start a war just to get AIs to join military alliances (MAs), then make peace with the victim civ to cancel the MA deal (of course, you take a rep hit for betraying the alliance).
This can also be useful for a relativly weak civ: you offer a powerful civ who is about to destroy another civ gpt for tech, then stop paying when the second civ is gone. (You do not need to be the executioner, as long as the victim dies. ::even more evil grin:: )
Basically, this takes advantage of the fact that all deals of the same batch are cancelled together, and so if you manage to cancel one, you cancel all. If Firaxis were to want to fix this, they could make each payment continue individually for the full twenty turns unless the 'friend' civ betrays the alliance (you pay fully even if the victim civ is destroyed).
As I said, semi-exploitive, but I somebody might be interested... mweh heh heh...
