Seperating the Departments

On another note, I will propose changing the:

4. The Culture Advisor may override the build queues of a city in which any of its' 20 tiles falls within the borders of another civ. Only cultural improvements, and/or wonders (provided a Great Leader is used) may be placed into the queue as the next item to be built.

To:

4. The Cultural Advisor may override the build queue's of a city that is in danger of a cultural flip. The advisor must have proof of this, and only cultural improvements and/or wonders (provided a great leader is used) may be placed in the queue as the next item to be built.
 
How about:

Any advisor may change the build queue of any city by contacting the controller of that city and utilizing their powers of persuasion to demonstrate the need for the change. Any citizen may also request that a poll be posted on a proposed build queue. Should that request be confirmed by two other citizens, the poll must be posted in a timely manner by the controller of that city.

Oh wait, both of those actually work, and are currently how things are set up.

Actually, if were going to do things that way, we should just scrap the untill thing... and start all over, because most of it is broke. *watch's a piece of the Code of Standards fall off*
