setting tribal starting locations on custom maps

I am working with a large map of earth that I downloaded from this site (GIGAWORLD.MP). I like the map, but I want tweak it just a bit. I have made the terain changes that I want to make, but I also want to set tribal starting locations on that map.

The manual for civ2 was helpful in many ways, but not in this case. MapEdit 2.1 is unable to process the info (the x,y co-ordinates for the cities are too large). Same issue with MapUtility 1.0. MapUtility 2.0 crashes when I attempt to open it (i have sent an error report to the author to resolve this issue).

is there a trick that I am missing or that I might have mis-read or misunderstood how to modify the map? any help would be appreciated. :goodjob:

Just make it into a scenario and manually create the settlers in the right places. You should pick the first tribe when setting it up so the others have not had a chance to build cities. Then use a combo of 'set-human player', 'create unit' and 'destroy all units at cusor' to reposition everyone. Finally reset the explored areas to nothing under the scenario parameters.
