Settlement cost me as a city!

What's the problem exactly? It doesn't set 'settlement' in the name?
 
You can tell it's a settlement because it isn't collecting resources. The problem is that he is paying maintenance for the settlement, and that is a bug.
 
I'm having the exact opposite situation in my current game. One of my settlements is generating small amounts of gold, science, and culture through commerce generated from trade routes, religion, and even having two bards in the settlement. Or is this supposed to happen?
 
Did you build the city that same turn? I know that (at some point) it would take a few turns for the maintenance to go away. Doesn't mean it isn't broken, but it might make the game playable.

AFAIK this is supposed to be. You can use bards in settlemenents, but you need that civic ( don't remember) which give you free specialist in every city. And some other way.

Not sure about trade roads, but if we think realistic situation, settlements may want to have trade roads to get goods, which means commerce.
 
I have always gotten trade from routes, and been able to use specialists in settlements. I'm pretty sure that's working as intended.
 
Well settlements are useless for anything but border expansion. even if they get 1 bard. Or possibly even 1 commerce from trade? But them costing maintenance is worse than being useless.
