Settler lense and city managment

Today noticed another bug. If the city is more grows larger than 3 tiles in one direction, these additional tiles are shown as red in settler lense.

You can still found a city four tiles away, even if it shows the tile red. But when you open citizen managment screen it shows some tiles as being worked by another city, although no city is in range of these tiles.

Well its not showing the other tiles as "worked" by another city, instead they are "claimed" by another city.
(this is important for National Parks)

The issue with the lens is definitely a bug though
