Settler Tile Recommendations

Is it me, or are tile recommendations (to found a city) disabled for the first settler? The option to disable recommendations in the Options is unchecked.

Do I just settle him on where he starts?
 
I typically settle him where he starts. Sometimes I don't, but most of the time it would take several turns to figure out if a nearby area is better given how much land a city can cover and the fact that diagonal OP movement is gone. Makes you lose too much time.

I don't put a huge amount of stock in AI suggestions. I've seen them recommend against settling on the coast and instead doing it one square off (even with two sea resources close by).
 
It's usually best to settle where you're put or a tile away if you can move there without having to spend a turn or two trying to find a good spot. That's what I've been told at least, maybe I was told incorrectly though.

I typically just settle where I am unless it puts me on a tile that I could better use with an improvement instead of a city. C:
 
No but my question is that even though the recommendations are turned on, I'm not getting them with my first settler

Is there something wrong with my game?

Could someone fire up a new game and verify this for me?

Or is it just a case that you haven't explored enough territory, so all the tiles that you can see are crap and "unrecommended"?
 
The reason why settling in place or not far away from your start is that the game tries to make all starting locations useful by putting resources nearby. So you could consider the starting location the only suggestion the computer has for you.

It's still possible that moving the settler one or two hexes is better due to what terrain you prefer, e.g. more hills or more farm land in the initial small workable hex, or maybe even an important resource that can't wait until your border expands enough. But that's the same with any other city spot recommendation the game gives you.
