Settler/Worker maintainance?

Quick questions:

Is it true that the settler doesn't cost maintanaince? Is the worker always 3/turn even in lategame?

Yes. And. Yes. The inflation effect isn't gone, but it's tiny enough that a worker shouldn't increase to 4 or 5 like before.
