Settlers and Cities

I was wondering if there is a way to make all difficulties of civ use the stipulation of chieftain where cities can't be destroyed by creating a settler? In regards to my last thread, I was wondering how this would impact the creation of cities and how the computer would play the game without being able to destroy their cities. For example, how much easier or harder would the game be on emperor where every civilization can't destroy a city by making a settler? I'd like to find out, if someone knows how this might be done.
 
so how many times does this happen in a game?
I don't see or use it a lot.
 
I rely on the destruction of a "temporary" city to provide a settler with a home town of "NONE".
When you are trying to pave over the entire world, it helps to have a large team of settlers that don't drag you down with shield and food support.
 
Interesting, never thought of it that way, I'll have to try it out. Can you do this for multiple settlers per city, or is it limited to one per city?
 
You get one NONE settler per destroyed city. To get NONE, the city closest to the temporary city has to be an AI city.
 
Thanks, I was wondering about that. Though I am still curious how not having that ability would change the game... With the other changes I've made (terrain and unit cost changes), it would be quite handy to turn off the ability to destroy a city by creating a settler, I believe it would take care of the endless loop of the same city name (see my other thread).
 
Playing at Chieftan level prevents (for the human at least) turning a city into a settler.
 
Yeah, true, but I was wanting that for the other difficulties as well. I was thinking of a combination of the chieftan settler thing, and the difficulty of emperor. It sounds interesting.
 
buying distant units with a spy works too, well actualy you can have a quite good standing army that way even in democracys ...

Yes, that would be possible.
In civ.exe, search for the sequence
"73 70 01 74 03 E9 0D 00 83 3E 06 6B 00 74",
and change that last "74" to "7D".

In 99% of all cases it will be completely irrelevant, since the AI would only build settlers in cities with a solid food surplus.

It will mainly be an annoyance to human players who couldn't disband their cities that easily anymore.
