Settlers captured by viking longships stranded pre-shipbuilding

I'm not sure if this is a bug so much as a (il)logical combo of features, but:

With a viking longship, you can pillage say a settler. That settler is brought 'aboard' your longship on the coast.

However, if you don't have shipbuilding tech yet (which allows land units to embark), the settler is just stuck on that one water tile. It can't move with the longship. It can't go back onto land. It's just stuck.
 
Just research shipbuilding. It's not that anyone is going to capture that settler while it's stuck there (or even if they do, it'll still remain there waiting for you to come back), especially if your longship stays somewhere near. You should be beelining for that anyway as Norway.

It might be logical though if Norwegian units gained the embarkation ability earlier than everyone else, but that could make them a bit OP. Or just all settlers should be able to embark at the same time as workers.
