Settlers Left Unguarded

This needs to be patched. Make the AI keep a unit on top of their settlers. On turn 6 of an emperor game, this is what happens here. Free settler for me. There's no reason for it. Scythia has two warriors right there that could be escorting the settler.

Bad A.I. There is also a bug where the settler will stand on a future city location and will not place it until another unit comes close.
