hey!

how do I prevent settlers from building cities?
 
Hmm, you can prevent them from building cities by changing the settle option in the FW Units editor to something else ;)

However they will be unable to build roads or anything :(
 
I believe that the only way is to hex-edit the map, so any terrain has a fertility value of 0. AI doesn't build on a square with a fertility value of 0
 
Couldn't you start as the Russians (or any other white colored tribe) and set the settler movement rate down to 0?
 
aontoher solution is to limit settler number to two per civ. this way AI civ will retain them for work, and not to settle cities. But remeber, at least one AI civ must be able to build them!!!! :)
 
...or you could just build 250 cities (wich is the maximum amount of cities allowed to be in a game). That way you can only use them to irrigate, mine++

I won't have 250 cities, but I guess I can prevent the civ's from building settlers at all.

Then there's more things, like the tech tree. Never manage to get it right.
So I guess I won't release a scenario. Not for now. I'm more the type of guy that comes up with great ideas for scenarios but don't make much of them.
 
I think the city limit is 256...
 
It's 255, and if you found that many you are thereafter inundated with the "Too many cities" pop-up. v. annoying.
 
What yaroslav said (setting terrain to 0 fertility) is really the best way. The AI will not build any cities... But more importantly, it doesn't need to be done by hexediting. There's a handy little program out there called MapCopy which can do it in an instant.

To prevent the human players, if necessary, from doing certain things with their settlers simply use a "house rule".
 
true, but the guy is a bit unclear, or I'm just very slow or something... He doesn't want cities to get build, but doesn't mention side effects or whatever. It's about Lord of the Rings if I understand correctly, so there isn't really a need for settlers I think. Besides, it's wartime, so no time for rebuilding those things...
 
uhm no it's not about lord of the rings.. that is just one of hundreds of stories in Middle Earth, and not the best either.. ;)
But I don't think I will create that scenario now. I was just curious.

besides I want the settlers to do other things like Mercator said. Sorry for beeing unclear. :D

seems like building enough cities to reach the limit is the best alternative..
 
could a human player still build a city then?
 
I think so, yes. If I understand correctly, that utility makes it possible to give a tile a very low value to the AI, so that they don't want to build a city on it.
