Should Aircraft Carriers project culture?

Not generate it - project it at a set level (TBD later). Perhaps stonger culture levels could be gained through promotion.

Weak cultures could not stop an advanced navy, but strong cultures could... the more I think about it the more I like it - what do you guys think?
 
I like it. Since the game does not incorporate national borders or military frontlines, we have to settle for culture.
 
I like it. It would be nice if you could create radio towers in unoccupied land to spread your culture too. Maybe make them very costly though so not too many could be built.
 
Interesting, but not something I would want. Perhaps something to do more with propaganda in general though, that could be interesting in some way. Was it possible to spread propaganda in previous civs, or am I thinking of another game?

How are force strength and tech level relevant?

If your civs are at war, borders only have the advantage that you units can heal faster when inside them. I suppose this makes sense to a degree but wouldn't a Supply Ship (i.e. logistics/repairs) unit be more appropriate?

If you're not at war, then this would defeat the purpose of allowing units with various owners to occupy the same square; the borders would act like a barrier to units so it would become an exploit (e.g. blocking a rival's units from getting somewhere you don't want them to go without having to declare war on them).

(As an aside, perhaps this thread would be better suited to the Creation and Customization thread?)

If this should be in the C&C thread, I apologize to the site staff, but I thought a discussion about a proposed change to the way the game works would be suited to the general section (OTOH - if this thread was created with the intention of releasing a mod which impliments the idea of the thread - then I would have posted it in C&C)...

I didn't make a connection between force strength and tech level... I did make a connection between force strength and cutural greatness though (at least that was my intent)... I figured that culture might be able to be used in naval units to project control of an area around a stack (near the coast) using a current game feature (culture).

I just used the ac as an example (supply is assumed - they did use them to supply water to Tsunami victims and they are used to project the strength of a country) - you could make the same argument with Ships of the Line (perhaps) or some other earlier expensive units.
 
Idea is interesting, but not practical.
