I don't think only Roosevelt and Churchill are the only non-dictators.
Most of the kings and queens in the game weren't dictators. They were born a crownprince and when their daddy or mommy died they became the next ruler. A dictator to me is someone who willingly takes power, often by military force, and rules the land with iron fist. Like Castro, Franco, Mao (all names ending with an 'o' :lol: ) and people like that.
 
I always thought that Hitler should be included as Germany's leader. Yes, he was a horrible person and is responsible for genocide and other crimes against humanity, but he really was a great leader. He was able to rally the Weimar Republic aka Germany from the brink of collapse into a superpower that was able to conquer or vassel all of Europe (what warmonger doesn't try to do this in Civ 4) His traits would be Charismatic and Aggressive (a great counter to Churchill's Charismatic and Protective). Germany and other European countries might have laws that would prevent Hilter from being included, so that might be the reason he wasnt included in the past.

On another note, a cool side effect from choosing your civics, super-specialist flee your country for other cities and when you conquer a city with a superspecialist, they turn back into a moveable unit and you can move them around or use them for their special traits.

I've thought about this too, but I figured it would be too controversial. There is still ALOT of pain on both sides from ww2. But I agree, he did have his charisma.

Dictators are an integral part of the history. You either accept it as a matter of fact or you don't accept history.

Also, please do not always apply the modern values when history is an issue. Without the proper economy, infrastructure, technology, education.... etc, many modern systems will hardly be even functional. Dictatorships have their niche. And there are certain dictatorships we called them benign kings (or queens, to be politically correct :P).
 
Also, Napoleon was democratically elected. (Probably not fairly, but democratically nonetheless. He just decided Emperor sounded sexier I suppose.

I'd vote for Hitler to be added, but that would probably make people too emotional. I think it would be fun to kick his ass.
 
thats the great question? why hitler is not in the game? i know he is the closest thing to the antichrist but he was a very (if not the most) influential person of his country

and if you say people will get emotional, hey! stalin and mao are already in the game and these men killed millions of people, although nobody seem to complain about that :confused:
 
If they can think of better German leaders, as they certainly have, then there is no reason to include Hitler.

German law prevents Nazi symbology or something like that. I guess they didn't want to hurt sales of Civ in Germany so they abstained.
