Should GP cost only affect the one in question?

Scientists are too powerful. Even if the library is reduced to one slot, it still goes up first (and further buildings go up earlier) so producing a non-scientist GP is next to impossible with good play.

Then, should GPs have their own point values to achieve, independent of all others? It would make running other specialists worthwhile after a certain point, because their GP would be much easier to make. Perhaps even a large increase in cost of a produced GP and a small increase in the cost of others if this proves too unbalancing.

Yeah, I pitched the same idea some time ago. I would like to see this for another reason except making the weak GP a bit more powerful: Due to how the mechanic currently works, you practically never get any non-scientist specialists because you'll usually have a lot of scientists in a lot of cities, seeing the library provides 2 slots while the other early buildings provide 1 or are second-tier anyways. So you really have to invest heavily to get something else than a scientist, or hamstring your research.
