Should the mausoleum at halicarnassus be retroactive?

When you either build or capture a city with the MH, any great admiral or engineer that you already have gets an extra charge. Do you think this is the way it was intended to work?

I haven't tried but I'm guessing that you could trade away your city with MH to an opponent, then take the city back and get an additional charge for your GAs and GEs. You could repeat this cycle for an endless amount of charges. Has anyone tried this?

I'm not sure if it works exactly like that - I think units internally have some sort of flag to denote extra charges, and when you build it it gets applied to those already around. I've noticed the same thing with the Pyramids - I built it, and then my workers all gained a charge.
 
I like it the way it is. It's such a great wonder. I've won multiple games getting with almost only the GA units and promotions doubled by the MH. Yay for 2 early Ironclad Fleets and Battleship Armadas.

Those battleships destroy anyone I get them when caravels are still strong lol
