I prefer proportional system and think the current 4%-cutoff we have is lagom.
The strength governments elected in first-past-the-post systems gain is the same kind of strength a one-party system would have, or an dictatorship. It's strength by being able to ignore the oppositions opinions. Anyone who's attracted by that kind of strength must ask themselves how far they're willing to go.
By setting the cutoff higher the strength could be achieved with proportional systems as well, eg 15-20%. That would result in lots of tactical votes though, ppl voting for other parties than the party they like the most because they want to keep another party in the parliament.
A drawback with proportional system is that responsibility is less clear when parties form coalition governments. Eg one party claims they were "blackmailed" to some reform by another party and that voters should punish that party. When one party is in charge, there's no question of who's to blame if a reform fails.
