Siege Healing Fix

Its a pretty small problem, but if you have their entire city surrounded on all sides, it doesn't go right to a siege state. Apparently the siege units are just letting the pops go to their jobs outside the city, and go back in at will.

Basically, if the entire city is surrounded, it should automatically be a siege state.
 
if they have Victor with the right promotion that can become absurd. totally surrounded with nowhere to work, all crammed into the same city but no dispair, no hunger. everybody is as happy as in peace time because victor is here.

the simple fact that a tile with an enemy on it can still be worked make half of besieging go dumb.
then the besieger being attack by a building rather than enemy troop make besieging even more dumb. (not talking about the wall being stronger than the troop standing on it.)

eventhough besieging was used quite often and bombarding was only coming after that if the siege took too long. (or didnt have time to take on a long siege)

the game maker said, "you should not attack a city directly" and give many maluses to player taking cities through forces but make no mechanic to force a besiege city to surrender. (like making a besiege city lose loyalty overtime, based on the strenght of the enemy surrounding it compared to the strenght of the defending unit still in the city territory.)

also a city by a lake being unable to be besiege even if you control all the lake shore. (for ww2, the Leningrad's siege was inneffective because the german were unable to hold the entirety of lake Ladoga's shore.)
