PPQ-Purple, I think that your idea (of Slayer granting #20% str) is a bit pointless, as this is what each of the basic combat promos give anyway.
I like the idea of giving the bannor access to specific anti-civ slayer promos - would it be possible to only allow access to such promos when the bannor are at war with the relevant civ? For example, At any point that the Bannor are at war with the Svaltofar, they have access to a +40% Svaltofar-slayer promo. Even better, if possible, it would be lost once peace was declared. Thus the Bannor would have a huge incentive to keep up a permanent war against all of the evil races. But is this possible to code?

For various reasons the Bannor changes
won't be in the next FF+ release. So plenty of time to iron things out.
As far as things I have done and tested...
1. Slayer promos, which may or may not ever see the light of day. If they do it might very well be civ-specific rather than race-specific.
2. Estate improvements. Work like a charm. Actually don't seem unbalanced...although as it stands they might be a little too strong to allow on snow and deserts (which do allow normal fortresses).
3. Mounted infantry. Artstyle, spells, and promos all work like a charm
4. Tempered trait finished and works as intended
5. Changes to crusade appear to work. A small miracle, since it required me to delve into python.

6. Garrison spell works as intended. Right now it grants held and free unit...which looks messy. Will probably condense that into one effect promo.
7. Rally militia spell works as intended.
Net effect is not overpowering...I'm currently about 4th place in my Diety test game (I'd usually be pulling ahead at this point as Elves or Jotnar). The modified Bannor are very, very good at repelling invasions though.
