Small civ tech boost

Playing non-beta and noticed that Rome who I beat into a corner early game and left with 2 cities is out-teching me in middle ages. Popped a great spy and he has less combined tech than I do in my seven cities and is getting a new tech about every six turns that take me 20-30 turns to research. Tech trading is off. Is this a mod mod that lets minor civs keep pace and if so how do I turn it off! I don't have a problem with a discount for already researched techs by other nations but this is ridiculous. Handicap file is equal for player and AI as I have modded it. Love the mod but this is a deal-breaker for me. Otherwise AI all-around is spectacular...love the guerilla attacks when invading territory...really slows you down. Diplomacy is good too...no suckers to take advantage of...but friends will help for no gain...love it!

HR uses a mod component called Tech Diffusion that makes techs already researched by other civs cheaper for civs in the bottom third of the scoreboard. It shouldn't be having an effect that large though. To switch it off, search for 'TechDiffusion' in /Assets/Python/CvEventManager.py and comment that line out. Let me know if that stops the problem.
 
Thanks....This worked. Small civs now get gobbled up or capitulate, but come back during revolutions sometimes which IMO adds to the whole revolution mechanic. Great mod.....looking forward to the polished 1.25 version. Keep up the good fight....all other current 4x games/mods including Civ5 and Civ6 are AI "challenged" and I find myself always coming back to Civ4 BTS modded.
