Smaller Maps are Crashing?

I went to start a game on a smaller map then Standard because I was getting sick of that map size, and I set the Civilization to England, map type to Earth, Size to Duel. When I started the game it Crashed on me. I though it was the earth script on a small map, so I turned the map type to Continents and it crashed again. I tried to do the same settings only with all the other smaller map sizes and they all crashed on me!

Is it that the civilization is bugged or what?

We had a similar report here. If you haven't already rebooted your system, try that. If that doesn't help, have Steam verify the integrity of your files (Steam --> Library --> Games --> Right-click on Civ 5 --> Properties --> Local Files --> Verify integrity of Game Cache).
