Smuggler's Port

I cannot figure out how to build this building. I founded Esus, built the council, and passed the "Smuggler's Port" resolution, but I am unable to build them in my cities, even when I had harbors, inns, taverns, etc in them. Thanks in advance.
Btw, it was a cool game where the luchirip rexed to a huge empire and vassalized their continent.

Aren't they supposed to be built outside of cities as coastal improvements? Or was that something else? :O

Thats a Lanun only improvement called a pirates cove,

The smugglers ports are for in city use.
