so how to play good mp games?

Yes generally we talk in the chat room and setup games, there is no easy way right now to tell if a player is low latency to you, it is just trial and error right now.

i just hate steam and this new online civ and still i didnt manage to make a good game till the end

Yes steam has a learning curve, as this is the first Civ game to use it, but we will all get used to it....as we have no choice :-/
