I ran across these boards in search of a solution for getting Civ 4 to run on Windows 7. Thankfully, after fiddling around, i've found a solution.
I took the effort to register here and post this so that someone like me may find this post in a google search.
Instead of getting technical, i'll simply list EXACTLY how I got it to run:
1. Turn off the User Account Controls via control panel (you can search for this in the task bar)
2. Insert the installation disk, but do not run as normal. Instead, find the 'setup.exe' file on the disk in windows explorer. Right click and run it as an administrator.
3. After installation, go to the Firaxis website to download the newest patch:
Click and install the "Civilization IV v1.74 Patch"
4. On the desktop, right click the Civ 4 launch icon and run it as an admin.
NOTE: I do not have to run it in compatibility mode
5. You will get an error about input audio devices. You must click "OKAY" three times. After that, it runs normally.
I really hope someone finds this, as it made my day getting this old favorite to work.
