Some DLC Speculation

We know that there will be at least 4 DLC packs post-release, and if history (and hopefully) we'll get some expansion packs after that.

So with the 'Are you surprised that insert civ was not in the base game' thread (and remembering that time we picked one of the Civs for BTW from a city-state colour change) it had me thinking about could we start making some educated guesses as to what civs we can expect to see in the DLC?

Firstly, we have the stuff we already know, we know that Poland will be DLC (unless it is a surprise last addition to the base game) we also know that there will be some alternative leaders as well (maybe Gorgo, or maybe she will be in the base game).

However, can we make some good speculation about the things that we don't know, this had me thinking, and as I updated the City-States on the features page a thought came to me, that the city-state list might be a good barometer of what we can expect coming in the DLC.

The first thing is as always the City-States are a good barometer of what civs to expect in the expansions (we have Seoul and Jakarta before they were civs) however, unlike Civ5 in Civ6 each city-state has a unique ability which means they can't just be cut out and name changed like Civ5.

So with this in mind, we come to the current City-State list [See Here] (now we are still missing the last two City-States which may blow a giant hole in this theory but c'est la vie). My theory is that the Civs that will be released as DLC will not be from the current City-State list because each new City-state will need a new bonus that needs to be balanced and since they have likely charted out the DLC packs they would not double up the work. This is backed up with Poland's Warsaw not being a city-state but other classic civ capitals (Stockholm, Seoul & Carthage) are.

So if this is correct who are the likely candidates? Well if you look at the Missing Civs list there are the big missing three Persia, Mongolia and Ottomans. Now none of these civs their capitals as City-States, so I would say they have to be our main contenders. Of course, Firaxis might be holding off on one or more of these Civs to anchor the first expansion and Firaxis have been known to throughout oddballs out there like Polynesia, and some city-states bonuses are so generic they could easily be given to someone else (see Amsterdam). However, I feel this a strong potential of what we might see in the DLC, or maybe because I have been marking essays all week I have gone a little nuts, both are plausible scenarios.
 
As others have suggested, the lack of any Italian city-states is perplexing. They seem like obvious choices when choosing which City States to include in game. While they wouldn't be my first choice for an early DLC, it's possible that one of Venice, the Papal States, or Tuscany is on the cards. Unless the final two CSs turn out to be Venice/Florence/The Vatican, of course!
 
I believe that we also know that the Aztecs will be a future DLC (but will be available from the start for those who preorder the game).

Not a DLC in the traditional sense (charged downloads), everyone gets it at no additional cost after 90 days. Pre-orders just get the 3 months earlier.
 
Following the idea of CS abscence, pretty much every native american comes to mind, tho besides La Venta and Cahokia, the usual suspects never had a CS that I can remember, (Maya, Inca, Iroquois, etc), tho the Inca are probably on my list for DLC.

The most interesting part about the CS is the lack of Italian CS, now I don't think they'd sell CS as DLC, but actually that they could follow the Venice experiment from civ5 even further. I'd love to see and Italian civ, or a broken up one for DLC:

-Unified Italy or:

-Venice
-Florence
-Sicily
