how bout this? if you could assign a groupe of your cities into a single state or province. instead of a govener for one city, you would have one for the groupe. it would be cool if you could name it, too. if you can think of any benefits that might come of this, dont hesitate to tell me.

I've thought about this idea as well, indeed it would be cool. Maybe it could lower corruption, but you need to build a governor's palace, only possible with a great leader. It's been done for years, beggining I think with the Persians organising their empire into satraps.

Perhaps this division of territory within an empire could play a role in the possibility of civil wars that have been mentioned in other threads. Like maybe if a province or state or whatever, is far from the capital or has a large minority or even a majority of citizens from another civilization, the entire region could revolt and spawn a new civilization.

It would also decrease micromanagement if you could place a single govenor over an entire area, though I don't think I would use this seeings how I don't use the govenor now.
