Has anyone noticed that this achievement is possibly bugged (see thread title)?

The requirements are to conquer Scythia's original capital within 10 turns of declaring a surprise war.

Earlier in my current game, Scythia wiped Poland. I declared a surprise war and the first thing I did was conquer Krakow from Scythia, and the achievement popped.

Same thing happened to me, unless, of course, Los Angeles was Scythia's original capital.
