Sorry but need help before I do something rash

Sorry about posting this here when I have it in tech support too but I just need to cast a wide net for an answer before I format my computer when I wake up in the morning.
So hopefully I've got an answer that works before I do that so thats the reason for the post in here have to forgive me...

Sys specs
Sempron 3000 (1.8mghz)
1G RAM
128Meg Nvidia Geforce 6600GT AGP8x slot

My basic problem is BTS runs like I'm running an old 486. Its quick to load I get into a game in less than 2 minutes but once in the game the graphics just absolutely CHUG.
I've tried 2 different graphics drivers, the latest nvidia Vista 32bit ones and the microsoft wmmd ones just incase.

Whats more peculiar is with the nvidia ones when they are installed every time I right click on the desktop to get the dropdown box to access screen settings or whatever else I need my screen flicks off then back on again like its changing reso (even though I didn't ask it to, i wasn't even doing anything like it).

When BTS loads up the screen flicks on and off a few times and changes reso and lowers its refresh rate to like 60hz for some bzizare reason.
To fix the issue i have to go to BTS graphics and change the reso up then back down again to fix the issue and make the damn thing remember normal settings.

The system can't just seem to take a setting and stick to it. Load BTS normal desktop settings change.
Right click on desktop screen flicks off then on like when u change reso's...even if ur not.
Its like it thinks its got 2 monitors and yes i checked that I have single use monitor enabled...besides i never fiddled with that anyways and its never dual by default.

But main point BTS chugs like CRAZY totally unplayable once in game. I think its vista and i have to format but it would be great if i didn't have to cos I like vista.
Also BTS seems to use 400-500meg of my 1GB memory when open and takes my total physical use to 83%.

Any advise appreciated. Chances are i'll have to format it back to XP SP2 but if i could avoid it, if there is something obviously wrong that i've overlooked that i can fix pretty quick then that'd be best.
