I've just received the steel eureka (need an ironclad and a coal mine) without having neither steam power, nor industrialization I had ironclads from Great Admiral, and I've just built a mine on plains-hills. I take it that later I'll find out there's coal on that tile...

You can also get boosts from exploring goody huts. No, it's not a bug.

You can also get boosts from exploring goody huts. No, it's not a bug.

It wasn't a goody hut. I built a mine on a resourceless tile and got the boost for it as if it was a coal mine.

I do suspect there will be coal there when I discover Industrialization, but the eureka shouldn't happen before I actually reveal the resource, right?

When you post bug reports try to attach a save game (and a screenshot if it helps explain). Cos it can help devs to narrow it down. If as you say this is a bug, it's not a game breaking or major bug (and there are still lots) so the game save will really help the devs fix a bug that is probably not high priority.
