Spy and CIty questions

Ok, here are my two questions:
First, I was playing as Germany in the Patch Suggestion Mod (mind you I'm not using any trainers or memory editors, just pure and simple playing). The year is about 1550, and I've just built the intelligence agency. My government is Facism (vetran spys). There is a Greek city that I want alot, it has high culture and it would make a great addition to my civilization. I plany a spy in Greece, and want to initiate propoganda in that city so it may culture-swap to me (that's the point of it). I don't have enough money, so I wait a few turns until I build up enough money to go and do it, but when I go to click on Initiate Propoganda, all the cities are greyed out and I cannot. I can preform all the other spy missions, but not that. I try switching governments, everything that I could think of, but nothing worked. Can someone tell me A) why I can't do it and B) what I can do to be able to. Also, I cannot do this with any civilization, any one. I tried to do it to Japan, but same thing happened.

Ok, second question, what is the "city ring" exploit? I've never heard of it, and would like to... :mischief: :p

Last thing, another question, same game. I was trying to get a Japanese city to culture flop to me, it was size 6, I was size 10. I opened up power bar to mess around with the culture. I destroyed it's culture, and got mine up to the point where I won a cultural victory (100000, something like that), but it still didn't. I'm confused, someone please tell me what the odds, or requirements, for a city to cluture-flop.
 
If another civilization's government is democracy, you can't initiate propaganda. The Greeks must have a democracy to grey out the propaganda stuff. If you get a few people to delcare war on Greece, they will switch their government to facism or communism because of war weariness. Then you can initiate propaganda.

I don't use the ring placement myself, but it's an exploit to reduce corruption. There are articles in the War Acadamy on it.

I'm not sure what you need exactly to cause culture flip, but if your culture is much higher than the other civ's and their city has little or no culture in it it should flip eventually.
