Spy Experience?

In the espionage screen with C3C there are details of your gold, techs and lastly SPY EXPERIENCE. Has anyone looked into how this spy experience is raised cost-effectively and what benefits it gives?

I think if you are communist your spys are veteran. not sure though.

Your spies are veteran if you are in communism or fascism. There is no other way to raise your spy experience. Veteran spies have better chances to succeed and/or get away safely. More details can be found in this thread.

Yup, communist regimes have veteran spies. Everyone elses' spies are normal.
