Spy offered in Deal?

Aztecs are offering 2 lux resources & gold and are requesting Oranges and a spy, which is not in any of their cities - it's in one of my own on Counter ops.

How does that request for a spy work in a deal?

Yeah, when I first saw a spy in the deal I was like "WTH what's going on?" So I cancelled, and then when I went to check my notifications, I noticed that I had captured a spy. Honestly? It's pretty cool to be able to "sell" it back.
