I just noticed this when I was looking through the pedia.
It turns out that many (maybe all?) of the links to the spy specialist actually direct you to the spy which you can build.
For example, for the courthouse, it says you can turn 1 citizen into a spy. Clicking on the link takes you to the spy which can be built for 40
! 
That would be a pretty neat feature if it were true, but unfortunately I think it's a bug in the pedia.
