How do you gain "spy experience" and what good does it do you?

Also along the lines of espionage: What determines the success rate of expionage such as planting a spy, or stealing a technology? are you less likely to succeed on your second or third try because you have been caught before? does the other nations opinion of you have an effect? if you're at war are you less likely to succeed?

If there is a thread somewhere with this info, please let me know.
 
IIRC, you get experience by builing the Intelligence Agency - or maybe when you're in communism. Memory not working ATM.

Success rates are det. by experience level, government of target civ, and I believe some city improvements (court, etc.). I don't believe previous attempts affect success rate, it should be "rolled" individual of previous results. Be warned that failed spy missions are grounds for war.
 
Communism gives veteran spies, in all other governments they're normal. Nothing else affects the spy level. The Agency merely allows spy actions.

When you failed to plant a spy, you will for sure fail again if you try planting again in the next 4-6 or so turns. Failed spy missions themselves don't affect following attempts, as far as I know. So you can try multiple times in the same turn to steal a tech with the same success chance each time, for example. (Someone correct me if that's wrong :( )
