I think there is room from improvment in the way nuclear weapons are handled in Civ:

1. Extra orders for ICBMS and Tactical Nukes.
Launch on Warning - You assign the nuke a target and it waits. If someone launches a nuke at you, there is a chance your nuke will launch before theirs hits. This makes a first strike an extremely risky proposition. Also, there is a chance of an accidental launch if someone launches at nuke but not at you. LoW is based on launching before you've got good information on whats being laucnhed at you, so this can easily happen. If more than one side has this, a single nuke can easily trigger global thermonuclear war...

Field Command - Gives control of a nuke over to the local military. If its an ICBM, they will launch it at a pre-arranged target if they are attacked. If its a tactical nuke they will launch it at their attackers, whilst trying to avoid friendly cities and units.

2. Nuclear Bombers.
This has been suggested by others, but I'll give my take on it. Nuclear bombs should be built in cities, and kept there or on airbases until needed. When you have a nuclear bomb available, all your bombers get a nuke mission added to them.

3. Nuclear winter
Not sure if this can happen in Civ 3 (never had that many nukes launched) but it should definitely happen.

ADDENDUM: The game should distinguish between atomic and thermonuclear weapons. At the moment, the nukes in the game behave like simply a-bombs in that the city basically survives. An H-bomb would completely wipe one off the map, and probably create a greater range of pollution.
