Start Problems

Hey, I just got BTS and was all excited to start RFC RAND
I downloaded it, saved it to my desktop, extracted the files (which looked exactly as they did before the extraction, idk if thats weird), and copied them to my MODS section of BTS
I open up BTS and go to load and select RFC Rand, which looks fine, and then it doesnt start, no error message or anything.
I delete the mod in the BTS file, reextract then insert, no luck
Then i redownloaded the mod, still no luck
i got the 3.19 patch (i had 3.17) still no luck
tried redownloading AGAIN, no luck
i tried the run as administrator trick (as i need that for age of ice, i have windows 7), no luck
i really dont want to reinstall the game itself, any ideas for what might be wrong? again no error message was displayed, it just never ran, nothing came up afterwards.
EDIT: I just downloaded fall from heaven 2, and unless it downloaded incorrectly, its doing the same exact thing, but final frontier works, so go figure

If it's happening with other mods, then the problem is probably somewhere with your installation of the mods, if not Civ4.

I don't know what you mean by this, though: "extracted the files (which looked exactly as they did before the extraction, idk if thats weird)"

well i got the files in the download, then i just used explorer and click "extract all" then they didnt look any different

for fall from heaven 2, i did their extracter thing
