Start Steam in Offline mode

How do I start steam without internet? (offline mode)

When I start my computer and there is no internet connection and I want to play civ, I click on steam. It says no internetconnection so I click on start on offline mode.
Then It says it can't start itself...

What can I do?

Unfortunatly, you have to be online to put it into offline mode. The next time steam starts, it then ask's you if you want to start in offline mode. Make sure you say yes.

OMG! You mean to tell me that I can't play this game I spent a lot of money on, stuck up for against the millions (and millions) of people crapping on it?

Oh man. My life is bad enough without some faceless corporation telling me that not only do they think I'm a total loser because I can't get a job but to get screwed out of any ability to play a game I did pay for simply because they are too stupid to put in an offline offline mode? My Internet just got shut off today and I didn't even think that something like this was even possible!

All I want out of my pathetic little life is food in the fridge and good games to play. Why am I not allowed to even have that? I guess it's back to Civ Rev for me. At least Sony knows how to treat it's customers.
