Starving City

Question, I thought if you put troops round an enemy city it blocks that squares food resource, I have tried that and they still get the food, has this always been so?

It should if you're at war with them. I'm guessing so, since you said 'enemy'.

Post a save, we'll look at it.
 
If you want to starve an ally however (for kicks or pre-betrayal), you can do so later on when there are pollution and railroads. Simply make a RoP, and any square that you see pollution on in your ally's territory, place a unit there. There workers won't be able to clean up the pollution rendering the square useless.

Ahh, they have to be your enemy do they, I mispoke myself, they were a civ I was friends with but had landed on my shores planting a city and taking out my Coal colony, that really p***** me off so I tried to starve them out, but if you have to be at war with them then thats why it did not work.
