I like to war early on then when I've got myself a collection of cities I like to go peace and race ahead on tech.

However, the other cultures want war. What's the best way to keep them sweet?

The best way to keep them sweet is precisely not to go to war early on: this is what OCC players and specialists of early landing try to achieve.
Stay small (at least a small military), you can then race ahead in techs and keep them quiet with tech gifting once in a while.
You can even do better than that: stay very small and beg. This is how samson achieved OCC size 1 (victory with one city size1 ).

OCC: One City Challenge. You try to win by SS w/ one and only one city. It's pretty fun when done correctly.
