stealing natives land

When you steal land from natives, the penalty starts to diminish in time. I noticed this happenes because of culture/borders. Sometimes it gets bigger because of the borders though. Anyone know why ?

I think if your town stole indian lands at founding and gets his borders increased, due to liberty bells, that penalty will also increase, since it would encroach more of indian territory (steal more).

On the other hand, it that town bought land at founding then border increase would not bother indians. You bought the land you take, after all.

hm, interesting. What if i stole land with one town, then "moved in" with culture from other town that bought the land. I think thats what happaned in my situation o.0
