What happened to the Steam Forum?

I haven't played in a long time because of some of issues at launch but have recently started again. I was looking for tips and hints and I noticed that the Steam Forum for Civ 7 seems to be locked. I know the Steam Forums can be...well, kinda unpleasant for most games, but it looks like they just shut it down. Does anyone know why? I'm just curious.

Click the "General" subforum to the right. Seems like they tried to hide it or something, by making the default a locked "read me first". It's been like this always for this game.
